I sat down with their various departments and they initially-scripted specs and talked through how to get the most value out of the software while staying within budget. From there, we identified goals & objectives and laid out annotated wire-frames that specifically called out functionality from a usability-standpoint.
The result was pristine: We were able to cut the time it takes to input an application in half, and allow for compliance feedback in as little as one day.
